Video out of Syria shows rebel militias locking people into cages in order to use them as human shields.
The footage, which was taken in an eastern suburb of Damascus that was attacked by the Syrian army, has been condemned by Human Rights Watch.
The rebels are using captives — soldiers, Assad supporters, and women — to deter future airstrikes on residential areas and markets.
Local media reports that the plan is to distribute 1,000 cages in public places that have been bombed before.
